Some more information: the National Maritime Museum says that 22 flag officers' medals, and 112 captain's medals were issued. See:

Both of these medals are beleived to have been lost, along with Troubridge, when the Blenheim was lost without trace in a hurricane in the Indian Ocean in 1807.
